I think under Trump there will be a determined effort to build rare earth stockpiles.  Musk will likely also encourage such a plan.  Ucore would benefit.
If Trump raises tariffs on China...China could restrict rare earths but China needs the money also so who knows.  
Bottom line the USA needs to become independent in these vital rare earths or we will loose the arms race.
