How much is funding worth?

How much is funding worth?Dear Pip, 
Okay, Ucore has no funding at this times that we know about.  So How much is funding worth Pip?  If DOD kick in half of the needed funding.  Say 35 million would that get a 3 dollar stock price you think?  How about full funding.  Say 70 million, would that get a 5 dollar stock price or more?  You are the numbers man.  What do the numbers add up to?
