The fundamentals for their assets have improved tremendously thanks to this WCS pricing.

One factor why a deal has not been struck is backwardization of oil prices.  Future price strip much lower than current price. This is what Opec prefers to get oil out of storage. Oil going into contango (rising prices in future strip) will be very positive for oil patch. That will allow hedging to lock in great prices.Banks wont back a potential deal unless future prices are higher.As a ...more

If the natural gas sector is any indication, backwardization seems to be the result of companies (countries?) wanting to protect their cashflow re debt, dividends and other obligations. So this may not resolve itself anytime soon.
