It is a bit difficult to see under the rug here but it appears it could be an institution buying up cheap shares before a news release.  Rumours are about that a contract to supply a major for their rare earth product. Time will tell. They are almost guaranteed profit with the Aussy Govt footing the start up bill in part. JMHO
