It could simply mean that the application is granted permission to move forward in the process, ie. it meets the standards for format, for content and for general acceptability (kind of like an initial screening to weed out what will obviously fail to obtain a license).
But that it says it was granted, whether the license is granted or whether granted permission to move forward in the process, is an indicator that the officers intend to pass it. IMO pretty low risk for its denial, but just annoying to wait.
