As far as i can tell they were awarded the contract of the fs..nowhere does it say they initiated it.... i am not sure how much it will cost but it is often in the range of a couple millions and it can take up to 18 months to complete a fs.... so it puts in question your september partnership base on a fs... as i said they will either come up with a bought deal or a subscription offer in their next announcement  or at least that they have found the funding for the fs though another source.... for some investor  a couple millions is peanuts!!!!
