It means once people receive a license to produce they can then sell to the provinces without a having to apply for the sales licenses. It means they're essentially allowed to sell multiple formats like 2.0 without having to seek license amendments.
It doesnt mean they can sell direct to consumer. What you're talking about is farmgate, which is already allowed 1 per LP but it has to be at one of their grow sites. Its not worth the buildout unless you we're growing downtown in a big enough city.
