most likely. But then again guys like Andy are able to get things done in third world countries. I am sure those licences probably came at a cost to Andy. A common thing in these countries. I am sure he had to bribe people to get those deals done. APHA probably could not go in directly and bribe these people so you send in a guy like Andy to do the dirty work.
