Financial Institutions can Buy, Sell and Short on the same ticker. There is no policing. Only high profile individuals will be made an example of; like what they did To Martha Stewart. Jim Cramer is one of the most corrupt  "BS" con artists out there.  Got burned one time from following his advise.  That manipulator is a classic example of why  one needs to do their own due diligence in any stock he promotes or bashes too.  Sometimes you are better off just doing the exact opposite of what he recommends.  Then again he has probably thought

The problem is even if our inept regulators catches one of these crooks in the "act" the punishment is minimal. It's usually a small fine and away you go to do more carnage to the little guys. The fine is treated as a cost of doing business by these scumbags. What has to happen are penalties that really hurt.Take away their ability to trade for 6 months to a year and embarrass them
