Strategic Review ProcessThey need to initiate a process to explore and evaluate a range of strategic alternatives available to the company in order to enhance shareholder value.
When the market doesn't give you the P/E that it deserves, a sale or merger remains the only option.  A special dividend is only short lived in that the shares fall the equivalent of the amount of the dividend and sometimes more the day after its paid.  A regular dividend program on the other hand, something in the order of 10% could give the shares some sustained traction as its a greater return than a savings account.
