Another example of them shooting themselves in the foot!They didn't need to mention that 2020 date at all. This is another example of them making mistakes in public relations. They could have just waited till next year some time and announce the construction was going a bit slower than expected and they were probably not going to complete it till early 2020. They really need to hire professional public relations people.
