"During the first quarter of 2019, Argex and Hung Thinh Minerals Investment Ltd. completed negotiations for the formation of a Joint Venture which will create a Vietnamese company to own and operate a 50,000 tonne per annum TiO2 facility in Binh Thuan Province in Vietnam. Formal documents have been prepared cementing this relationship. "
So negotiations are complete, they must still be waiting for the papers to be signed. Possibly waiting for government approval? Sounds like a done deal to me, just crossing the t's and dotting the i's.
