The 8 months isn't the significant thing in terms of the timing of the PO's.  PO's will not be signed until after the West Virginia approvals, which should continue to come in a steady stream within the next few weeks.  Then the mining companies have to sign PO's within a very short period after approval (something like a few more weeks).  Besides, note Jennings comment that the installation deadline might be extended, which I tend to agree with.  An extensive of several months could also be beneficial to ACT by giving it the opportunity to handle more West Virginia mines
