are there too many shares outstanding...

are there too many shares outstanding...and should this be addressed with a 2-1 or a 5-1 reverse split? I ask this as this company has fallen and stalled again. There is always massive resistance at every level and impedes our forward movement even with good NR's. 160 million shares means there will always be people willing to take some off even if we start to climb.
I'm convinced if there were only 30-40 million shares outstanding, we'd have a much better chance at moving up and holding gains.
I'd really like some informative discussion from some of the board members that have way more knowledge than I on this subject. is this the right time to do this? What constitutes the right time? What would be gained or lost from an investor POV and from a company POV.
Is it advisable to wait until we climb from the bottom or could fewer shares help us to move quicker. Any other questions and answers would be greatly appreciated.
