MSHA and the Bush years are a prime example of how these games can be played and to what extent. MSHA has been in the pockets of the mine owners for 8 years now and that culture remains, however, a new era has begun and the corporate interests are being tossed out and  worker's rights are swinging back into the forefront through Obama and his appointment of Joe Main. I think the ERP plans were the last hand to be played in favour of the mine operators. Under the new management of MSHA we will begin to see a more balanced approach to mine safety and hopefully a tipping of the scales in favour of legislation and safety. Joe has championed safety and miner's rights at UMWA and will now take that into MSHA. We should begin to see the end of stall tactics and that should address hangingon2's fears with concern to MSHA. You may be right in your assumptions but I think with the change of culture at MSHA, we should begin to see more plans approved and adhered to. JMO
