it's good news to see that they may be forcing their hand and demanding installations to begin in a more timely manner.
It looks like they are allowing more piecemeal installations which is probably leaky feeder/wireless combinations. That may be the problem with Act not getting the po's that we expected. 
Act has a great system and that may be working against us instead of for us. Companies may be looking for the cheapest way to reach the guidelines set out by MSHA who has watered down the regulations to appease some of the companies. The numbers worry me with the number of approved erp's that include po's and we aren't seeing them reflected in sales.
At some point, MSHA may not allow leaky feeder and that will work in our favour but that might be well down the road. I'm not even sure Act can hold out that long. We need cash now and future sales to see continued growth in the following qtrs.
It's good to see MSHA may be getting serious and the price of met coal rising. Some companies may think about switching to the better systems that cost more but will help in productivity. This would be the saving grace for Act's superior system so let's hope this way of thinking takes over.
