It may also come to light that Act's system is not only about communications and tracking but also has the ability to add extras like gas monitoring. The explosion may have knocked out the system due to the force but with early detection of high levels of methane, the miners may have had a chance to seek refuge in the shelters which are explosion proof.
Unfortunately, companies only comply when forced and they will delay as long as possible if it affects their bottom line.
Politicians only act when the voting public put pressure stronger than the lobbyists from the companies.
Gas monitoring may come to the forefront now that this has happened and it is the same problem that happened at Sago.
