Interesting ..short position in AVF

Since the proposed merger AVF's short position has increased significantly,

PCE has a very modest short position and CHX is non existent probably because it trades under $1.

Trying to understand what the market is saying here.
On the surface it's a bet that AVF will drop further if merger does not happen or is it some arb

shorting AVF and buying PCE or CHX to cover his short on AVF if the merger goes through?

If so why go through all that trouble? Comments?

  Can you give me a link to the avf short list posted.  I looked on TMX money and CBOE and nothing was there.
