PT.TMS as the intervention defendant has filed an appeal to the Makassar Administrative Court against the decision of the Manado Administrative Court last (2/6). However, the PTSP Service and DLH as the main defendants did not file until the deadline determined by the court, namely June 21.

You meant the ministries did appeal, but only on the day of the deadline? What is the significance of this piece of information? What is the difference in between appealing earlier vs later?

From other posts, it seems that they simply have not appealed at all.

lol you have never worked in or witnessed a beauraucracy? In america its called snafu! You don't do anything 'til you have to. And they had to. The Mando tribunal knew they were in over their head, but shucks 'we live in the hood', so let's bury our beaks in the sand and rest, just in case. lol they  said they would appeal (that was on their true perception of the facts
