Perhaps a 43 or 2....?
Perhaps other changes that will stabilize the finances and facilitate the completion of the PEA...?
Perhaps higher than expected grades from BL...?

Dont know for sure...

I dont discount any valid scenario, including yours, yet here he goes again providing more support...when as you say he could have dropped a bomb...?
