The BCSC has admitted in the past that many of their fines go unpaid and they do not have an effective mechanism to enforce collection.
Sounds like something Ms.Christie should outsource to the private sector. Let some of the private bill collectors go ham on the offenders.
I'm very familiar with the BCSC unpaid database, and I've provided information to the BCSC which has resulted in industry participants with unpaid fines honouring and paying their obligations (have to, if they want to stay in the industry).
The serial offenders who get the big fines aren't going to pay, as they're either in jail in the USA or are sitting pretty in some jurisdiction with no extradition treaty with Canada or the US.
However, IMO, because the directors who might be on the hook for that June 28, 2012, release are still in the markets, they might cough up whatever the BCSC might assess...especially if that indemnity could be stretched to cover more than the legal bills.
