your assumptions are relevant but conclusions misguided

he sells because he was in at .10 and the stock is north of 2.0

he sells because he has the power to exercise future options

he sells 15 % over the next year through a discretionary manager so he does not inadvertantly violate securities law but knows the stock will move higher so his net gain will be much more significant

they dilute shareholders to accelerate expansion ahead of a takeout bid so they dont get hammerd by a hostile.
this is a race for market share and market capitalization
they do these things because they can and because they have calculated they can get away with it.
so far they have

if they execute no one cares the stock moves up

if they fail to execute they will get crushed
