Certainly the mgt deserves some critical analysis and brutally hard questions
,and its easy to pile on,but you should also review the facts carefully before over reacting.
 That said the cockroach syndrome is something to certainly be aware of.

some observations from a guy familiar with plant ops.

It is not unusual to do a controlled shut down to re adjust and clean equipment when your preparing for a significant operating run, an external audit is such an event
 
I have seen this in many industries when you know the system will be under stress for a while you shut it down,repair any nagging operational issues then re boot.

I would think they would be very close relative to production run rates or they would have pushed the audit off untill at least march ,april.,the fact they did not gives me some confidence.

3 weeks away would lead me to believe they are doing final adjustments as stated 

If wrong and they push this off till april,then one has to review the holding in general .

Some will hold,some will sell,some will buy ,and most will cry.

this is not a game for the weak of mind
