What I often do in these situations is call the local town council .I have found them to be helpful in these cases

Website for the local municipality is https://www.temiskamingshores.ca/en/index.asp and phone number for the city is 1-705-672-3363 wouldnt be a bad idea to check in, but they are notoriously known to be "unmotivated" at best lol
