Just read the last couple of lines of the article which I have paraphrased as follows: When the outlet is protected with concrete, the investor does not plan to return until a more robust  valve is mounted.  And in the vicinity of the borehole is the Lebienia valve.  Come to this place and you will see a security guard, who was clearly not admitting to anyone where  the borehole was or to talk about it.
