That won't happen. They already stated they're playing the long game and they can easily handle a abnormally high payout. 
This deal for JC Penny was a shrewd one. basically works out they and Simon got each store for $600 k.
these spaces can be used for many things as the press release stated.
BPY is clearly selling at a very distressed price and most investors would rather over pay for Sheep stocks like Tesla, Apple.. this list goes on.

Insider Buying would give the public a high level of confidence in the value here. 

At $12.00 bucks US ,an owner of the stock gets all the Malls for free. We are below that now. Brookfield Asset Management and entities bought a Billion dollars worth of stock at this level. 

So no, there will not be a distribution cut.
