Sounds like they were operating 2 companies (legal and black market), and diverting products that didn't pass testing to the illegal side where they were packaged and sold on the street to unsuspecting consumers.
This is why companies like Valens that are strong on testing from start to finish and fully licensed are going to reap big dividends when Cannabis 2.0 kicks in.
