I believe a road first then a rail as time goes by to build a processor. A conveyor of any length of heavy chromite bouncing and scratching creating poisonous dust up and down the north south route will put the environmentalists and native stewards into a tizzy. Remember Erin Brockovich. A road can be built first accommodating both mines and natives while a processor for chromite is being built. A rail will come as the timeline of a processor is being built.
