It there's an arbitration win for EOM, the line goes down and "parks" the gold underground for future use long after EOM is gone. Minesa picks up the land cheap.
Minesas receives their permit once the government determines how much they need to recover and how they're going to recover their costs either through royalities, a partnership agreement with Minesa and/or sale of EOM land.
The only harmonies will be between Minesa and the government. Eco won't be invited to sing.
