IMO, Simply that all the paperwork was submitted and approved by the securities regulators for the $6.50 offering announced last month. Keep in mind that it is a best efforts offering. It is supposed to close next week and I am interested to see if it is fully subscribed. If I recall, At time of the announcement the SP was over $7.00 so it has peeled back quite a bit.
