I get the part about maybe needing to hire someone to perform the test or maybe the technician doing it if licenced but the other part about the 8 bucks will come into effect in 6-12 months from now right so for now we are hoping the pharmacies have the trained people or will get the trained people to administer tests randomly for the next possible 12 months, if I got this somewhat right we are depending on the individul pharmacies around the country to get on board and supply the time and recsources needed to get er done knowing that in a year from now thier efforts will be rewarded with a cut of every single product sold.
