Antigen are detectable while a infected person is asymmetric, this is not the case for antibody formation. Antibody are formed after the virus has been present in the body long enough for the immune system react and combat the virus with antibody hence "antibody testing".
This testing is applicable to people who suspect they have already contracted the disease. At this point there is no need to take the vaccine. That may change if re-infection is shown to happen. A suspected individual has been identified in Hong Kong a couple days ago.
To sum up antigen-before symptoms ; antibody after immune system produces antibodies.
