When the seller is biting the bid. I mean I've done it before you bite the bid to get out of a stock. Could be a cent or two down you settle for it. Depending on the current volume that day if it's not overly crowded with hype it's actually easy to move the price up or down. Shorts can easily drive the price down especially if there's not to much going on or the news is not all that great. When you start shorting you can keep selling at the lower bid. But if there's a bunch of hungry buyers out there it'd be way harder to do this.
