Dr. Halleran probably feels comfortable bringing on more salaried positions even if the rig is late.  There's a clause in the contract with the Romanian company says every day the rig isn't on site by 1 Sep, Trillion gets about as much as the rig costs Trillion per day to operate as a penalty.   But rig movement would be great news for sure!
