Co-packer formulations

Tinley's is developing formulations for co-packing clients. Who owns the intellectual property? Is the IP Tinley's, or does it belong to the client? If Tinley's retains ownership, this could become very valueable over the years as the company grows in reputation.

im sure they won't be giving their formula's away, so it will almost certainly be licensed and tinley will retain ownership.
