They do not get paid by the hour. They are GIVEN stock and options by a company, and yes, one of the techniques they use is to flood a board like this to generate interest, volume etc. When you see multi-million amounts of options going to "consultants" with numbered companies, that is exactly what they are doing. Matica gave out 14 million shares to promoters in December. Typically the operators of a penny stock have multi millions of shares so they do not care if they need to dilute to get the price up.
