Set up versus L2 games

Just started to look at this one based on having a nice chart set up. Can anyone explain the silly games being played on the level 2? It seems pretty clear looking at the chart that there is no logical explanation for single investors to suddenly put a quarter million shares on the Ask below the share price. The only explanation is that someone who holds a lot of shares is trying to scoop up more.

That's a pretty good sign, in that a few people with lots invested think it is worth putting more money, but have these games being going on for long? I have no interest in sideways trading, but the daily and weekly shows great potential, if the fake walls are removed.
