They obviously could not say the unlicensed rooms where licensed, they must have claimed those kgs were from their current grow rooms in the paperwork.  The only way to do this, would be to "cook the books".  Walls or no walls; that is a mute point to dramatize the story.  The fact still remains, they were able to sell and extract this cannabis without HC knowing.  The more I reflect, the more weary I become.  It is a scandal, but will it be criminal? That remains to be seen.
