I don't think it is necessary an issue of a time frame, but more so an issue of the insider knowledge that something material is going to happen. 

If an insider knows drilling results from the lab, they are automatically supposed to be blacked out. If an insider is aware of anything material that can have an effect on the share price, they are supposed to be blacked out.

In many companies, this is why only the CEO will be aware of certain issues so that this rule can be respected. 

You will often see insiders purchase shares before results are released.  It doesn't mean that they know the results persé, but it can indicate their expectations, which often are based on adequate past results.

It is easy to find a repeating pattern that would indicate insider knowledge and illegal behaviour.  Most CEO's are very adamant about keeping their people in line, as it can affect the company as a whole on the market when one insider makes a wrong move.

In this case, I would safely assume that if insiders are buying now, it is because they are optimistic, as we are.  Many things are now in place and any results that will be released will have a bigger bang for the buck than a few months ago when there was no permit and the new land had not been acquired.

A long time ago, I had indicated that this was a big exciting chess game, and that CSI was playing it well.
It would seem this was indeed the case.
