The entire process is going to have to be profitable for companies to justify millions, tens of millions or hundreds of millions in a carbon capture unit. If the capture costs are not met or exceeded by the auction price they will not invest unless there is government coffers involved. The utilzation would have to be clear profit to make any sense for them or a good portion of construction costs being avoided.
Two years from now should be a different story.
Note however that the Serres Toundra project was announced Aug 11th, 2016 and CO2 capture will start next fall. It will soon be signing contract time to be ready for the different story that will be two years from now,
