Why not?  The company has said that given the right conditions they will produce 100% thermal coal in order to save on production costs and not produce any met at all and the Wood McKenzie analysis took that into account.  So clearly it is a business case they are prepared to go with.  

"Of course things can happen quicker than we have been lead to expect. "

Or, they may go much slower if certain critical pieces (I'm thinking transportation or the placement of the port) are changed and the EA process has to start over.

At this point, any scenario is pure speculation anyway.
