Except of course the EA specifically does not take into account international impacts of products produced by the Proponent on Climate Change.  They leave that to the "Consuming Countries".  This is not Compliance Energy's Problem in that they cannot 'fix' it.  Indeed it's not even a BC problem, it is how the world currently counts Carbon emissions and that is a big reason why we have been unable to address this issue in a real way.  Until someone steps up and fixes that (and hey, BC has a great record with the Carbon Tax of leading the way in new policy that will help reduce carbon emissions), and come up with a way to quantify and justify the impact on Climate Change from projects under its consideration then it can only be viewed as a negative.
