Good article.  CEC appears to have some of the same ailments like you mentioned.  At the end of the day though, its what industry generates most jobs and money IMO.  The salmon industry is HUGE for us BCers.  So i could see why that project was rejected.  Salmon have migration routes as well, and provide work for people alll along the coast of BC.  

It will be interesting to see how it plays out in the next few months for Compliance.
