(I know this is a partly useless exercise because 2guys has chosen to 'ignore me' but for everyone else)

You don't seem to understand how the EA process works 2guys.  The draft AIR, the guidelines, and the final AIR are driven and written primarily by the proponent, CEC, not the Environmental Office.

The Envjronmental Office only comes in after everything is done to evaluate whether the proponent has satisfied not only what the public and working group stakeholders have identified as concerns but also whether there needs to be further work done before the project is submitted to the Ministers for consideration.

So while you are correct in saying that Raven thinks every study that has or is being done is all that needs to be done, that in no way means the Environmental Office will agree when it is finally their turn once the AIR is submitted and the public comment periods are completed.
