The Fraser Institute doesn't seem to grasp the difference between 'air quality' and the rest of the environment including Climate Change.  Keystone XL will be a continuation of the runaway freight train called Climate Cahnge, Mulcair knows that, as do many others.  Plus... Ask the people on the Kalamazoo river how clean their water has been since an Enbridge pipeline bust in it 2 years ago.  Still dredging sludge.

Fossil fuels must come to an end.
