2guys that is one of the more peculiar aspects of how Compliance has approached the Raven Coal Project.  Best practices and due diligence of major projects typically understand the scope of the studies required and also have conducted the due diligence in having First Nations consultation agreements in place (as well as having established a meaningful engagement strategy and process to address their concerns) prior to making such announcements as to timeframe benchmarks. 

Contrast the approach Compliance has undertaken with other major projects in BC that have succeeded and I would think it would become apparent that Compliance is not on a trajectory of success that will withstand the scrutiny that is going to be required by the BC Courts.
