They are pulling at straws and interpretation of words/sentences. Shandong's statement was in lieu of a higher competing offer. This could be interpreted 2 ways. $1 is not greater than the existing shandong offer so they can't counter.
On the flipside $1 is a higher competing offer than 90c therefore Shandong may have the right of reply. Lawyers/advisors will be having a field day.
