Normally I would think of him as a vulture, however most vultures wait for something to die before they pick it clean.  Really he's more like a leech, attaching himself to a host (you're a weak host if you need to go to him for funding).

That said, he frequently can pool money to provide flow through funding for projects when no one else will touch them.  He may dump the stock once it's free trading to recoup the capital, or maybe hold for a while if the project looks good and he thinks the price is going to go up before selling.  I'm guessing that he gets a fee for putting the flow through funds (investors) together in addition to participating directly (remember the Eddie Murphy line in Trading Places, "you guys is bookies").

He has to report as an insider if he gets over a certain amount of the stock, say 10% of ownership, even if he has no say on the Board of Directors.

He does what he does, and as long as he plays by the rules and everyone is a consenting adult and knows what they're getting into, that's OK.
