Correa's a smart guy. He knows the big guys are still years away from tax paying production and can afford to pay what he's asking upfront. So he's asking it. No doubt they're not liking it tho.
China probably already has paid or the payment is somehow built in to the billions in loans Ecuador is getting from China.
Dynasty has no lead time to contributing it's piece of the tax pie as it's already productive and paying taxes so I doubt they will be asked to put the money up front. Or if they are, the amount won't be more than it's contractual share of whatever has already been mined.
Chances are that in the 3 to 5 years it takes for the big guys to become productive Dmm will have paid close to the same amount anyway.
