RE: royalties Ya it could but I doubt there's any real likelyhood it will. After the amendment the royalty rate will be 3% so if anything Dmm will have a 2% credit. I doubt it'll be retroactive in any case. Nice thought though.
So worst case is Dmm doesn't get a 2% credit for past royalty overpayments but does get it's future rate reduced by 2% plus if the rumours are true, no windfall tax. Which is huge.
Speculation is pointless. It'll be what it'll be. We should know soon.
